Type "regedit.exe" from the Start menu => Run and go to the key HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ ActiveDesktop. There create or modify existing DWORD values, the content of which is "1" to enable the restriction, or "0" to disable the restriction:
"NoChangingWallpaper": Disable the possibility of changing the wallpaper.
"NoAddingComponents": Disable the ability and add components.
"NoDeletingComponents": Disable the possibility of eliminating components.
"NoEditingComponents": Disable the ability to edit components.
